What worked for one player
In the 0029/0064 Steam discussion, a reply reports adding -windowed to launch options, running wsreset.exe and correcting an incorrect Windows clock before the game linked the account. Because these changes were tried together, the report does not show which change mattered.
The same thread includes players who had already linked Steam and updated Xbox components but still could not link in-game, and a reply reporting continuing 0059/0064 errors. The evidence therefore supports a possible attempt for a similar Windows account-link problem, not a universal repair.
If your 0059 appears during account linking
First record the exact message, launcher and the account you expect to use. As a general check, correct a visibly wrong Windows date, time or time zone before retrying. Test one change at a time and note whether the account link finishes; this makes your own result useful if you need support.
If you choose to try the reported windowed launch option on Steam, record the existing launch options first and remove the added -windowed option if it does not help. Store-cache reset is a Windows-specific reported attempt, not a console or Proton procedure.
